Sugar Sun series glossary term #24: quartermaster

Quartermaster is a military word, and therefore it may be as unfamiliar to you (or more so) than the other phrases in this glossary. According to the Oxford English Dictionary, the term comes from the Middle Dutch word quartiermeester, the naval officer responsible for organizing the watches. This duty was expanded to include all provisioning—from rations to ammunition, from rifles to haversacks, and from ships to horses.

Today, military logistics is more important than ever. The US Armed Forces recruits men and women with engineering and business degrees to keep the soldiers, sailors, aviators, and marines “marching on their stomachs.” But during the Philippine-American War, it seems that anybody could get a job in the quartermaster depot. Why were they so desperate?

After the Civil War, the United States Army had shrunk to a size smaller than today’s New York City Police Department. Think about that for a minute. Yes, there were small military interventions in Mexico, Korea, and Samoa, in addition to a series of conflicts known as the Indian Wars, designed to consolidate Federal control over the rest of North America. But at the time Americans feared they would lose their liberty to a large standing army, so the military remained small despite it all.

When the Spanish-American War began, Congress found itself in a bind. At first they relied upon volunteer units from each of the states, but those enlistments were only a year long. When the Cuban conflict turned into a protracted war in the Philippines, Congress doubled the size of the regular Army once, then twice. For the first time, the US sent a large force to Asia—up to 69,000 at a time—to fight its first overseas war of occupation.

This huge force needed to be fed and armed. If you could read and write, you might be able to swing a job “in the rear with the gear,” rather than wading through rivers and rice paddies under fire. And, if you had an entrepreneurial spirit, a golden opportunity beckoned: crates and crates of goods came in, and who was to say if a few hundred pounds here or there was “lost”?*

One of these “entrepreneurs” was Captain Frederick J. Barrows, who was found to have been embezzling $100,000 a month—the equivalent of $2.9 million in today’s terms—in flour, bacon, and other staples. He then sold the goods to local hotels, bakeries, and restaurants.

Barrows got away with this scheme for almost a year. In sum, he and his accomplices probably made (and spent) about $24 million in 2015 dollars. Even now, that goes a looooong way. As the article says, Barrows used his ill-gotten gains to lead “a scandalously immoral life…entertaining officers,” which means he was throwing big parties with lots of prostitutes. It’s good to be the quartermaster.

But, be careful: if you steal while you’re in the Army, and steal from the Army, you get punished according to Army regulations—in this case, five years imprisonment in Bilibid Prison in Manila, which might have been worse than Leavenworth. The Spanish built Bilibid but never imprisoned their own citizens inside, which is never a good combination. Don’t let the quaint postcard below fool you.

* In the “history repeats itself” column, the US sent plastic-wrapped crates of cash—$12 billion dollars worth—to Baghdad in 2004, and about half of that seemed to disappear. It was called “the largest theft of funds in national history.” But don’t worry—the Department of Defense finally accounted for the funds in 2011, which to some was 7 years too late.

Pressed against Javier’s arm as they waited for the band to begin, Georgie studied his barong tagalog. It was simple ivory with a plain collar—elegant and traditional—not dyed or striped or ruffled. He had also chosen geometric embroidery over floral. Still, it was not a modest garment. Though the piña felt sturdy and substantial where it brushed her skin, it was so sheer that it displayed his snug undershirt with remarkable definition.

“Why wear a shirt so thin that you need a second layer?” she asked, eyes fixed where his short sleeve revealed some bicep. “Isn’t that hot?”

One eyebrow shot up. “It depends with whom I am dancing.”

Oh, Javier.

But he’s not entirely wrong. There is a rare intersection of sexy and convenient going on here. The barong tagalog (the “Tagalog shirt”), or just barong, is the formal garment for men in the Philippines. No tie. No tucking the darn thing in. What’s not to like? At least, that’s my husband’s attitude. He actually went to fancy dress parties and weddings in Manila, as a result. He’s even worn his here in the States.

He doesn’t look this good in his—shhh, don’t tell him—but he looks pretty good:

If you do a little research on the barong, you’ll run into an urban myth—at least, from what I could find, it is an urban myth. I’ll let Javier tell it:

He flicked the loose tail of his shirt. “I’ve always been told that the Spanish required the indios to wear these so we couldn’t hide our daggers underneath.”

Georgie wondered if these islands had ever known peace. “Is that true?”

“It’s certainly the kind of thing the Crown would have done, but there’s no specific law anyone can point to.” Javier paused, his brown eyes studying her. “It makes a good story—and at Spanish expense, too, which makes it even better—but in truth the barong is probably all Filipino. Do you like it?”

Georgie looked up the shirt line and across his chest. “I do.”

He leaned down and whispered in her ear. “I would wear anything to catch your attention, Ina. Or nothing.”

You can find some historic examples of barongs at my Pinterest site on traditional Philippine dress. And if you keep digging, you’ll find there’s lots of variety: ruffles, fabrics, cuffs, length, and more. Some have floral designs, and others geometric. Some are dyed, others are natural piña. All look pretty terrific on a handsome man, though, and isn’t that all we want in the end?

EPILOGUE: My husband thought that I left out the most famous non-Filipino to wear a barong, Quentin Tarantino. But there is a problem with Tarantino’s high-profile debut of the garment at the 65th Annual Golden Globes Nomination ceremony in December 2007: he forgot the undershirt. And he left it unbuttoned at the collar, which made the lack of undershirt even worse. His general look of dishevelment did not help matters. As a result, many Filipinos felt he did not present the Tesoro barong at its best. (It was a gift by the Film Development Council of the Philippines, by the way, and Tesoro’s made it in a day. The source is quick to add that Tarantino was, in fact, given an XXL undershirt.) At least the filmmaker wore it with genuine affection, and isn’t that the most important thing?

Sugar Sun series glossary term #22: bahay na bato

Last week I discussed the clever, airy design of a native cube house on stilts, the bahay kubo. The Spanish saw these kubos and thought: how we could steal their environmentally-intelligent design, yet make it a whole lot more posh and expensive? The original bahay na bato (stone house) was born.

Though the stilts of the bahay na bato are hidden by a stone wall “curtain,” the concept is really the same. This bottom story, or zaguan—vaguely resembling a dungeon—is a combination garage, warehouse, office, and stables. From my character Javier Altarejos’s perspective, it is a highly practical design: “The stone base of the house served as a storeroom for everything that made the hacienda hum: carriages, rice, tools, chickens, and—of course—sugar.”

In fact, Casa Altarejos was modeled on the Museo De La Salle at De La Salle University-Dasmariñas, an ilustrado lifestyle museum built upon the models of the Constantino house in Balagtas, Bulacan; the Arnedo-Gonzales house in Sulipan, Apalit, Pampanga; and the Santos-Joven-Panlilio house in Bacolor, Pampanga. One thing a visitor will immediately notice at Museo de la Salle is that the building is a perfect square—a bahay kubo writ large. Georgina’s impression of Casa Altarejos mirrored mine at the Museo de la Salle: “A wooden top floor overhung the gray stone foundation by a few feet on all sides, an elegant-yet-clumsy layer cake decorated in white and green frosting.”

Javier again focuses on the logic of the construction: “The architecture was a…patchwork of foreign and native elements: stone foundations topped by light wood structures, an elegant yet practical design in earthquake country. Huge sliding panels opened up to the breeze, their rectangular frames checkered with iridescent capiz shells that let in light but wouldn’t shatter at every tremor. It was a mongrel style, and it suited Javier.”

A hacienda guest would enter through the zaguan, walk past the overseer’s desk and waiting workers, and ascend up to the second story: “The ‘princess’ steps had been fashioned deliberately shallow to allow for the modest ascent of a young lady in her skirts. Javier had stumbled down them many times, both as a child and an adult, and he never failed to swear up a storm as he did. Sometimes he wanted to take an axe to them, and he might have done that long ago if they were not such a rich Narra wood.” That’s such a guy thing to think, I suppose. Men didn’t have to wear full skirts with tiny slippers, nor did they have to worry about the grace of their entrance.

Like a bahay kubo, the real house is upstairs: the caida (foyer), sala mayor (sitting room), comedor (dining room), the cuartos (bedrooms), the cocina or kusina (kitchen), despacho (office), comun or banyo (toilet), often an azotea (open balcony), and maybe an oratorio (prayer room). None of these “rooms” are really separate, though. Georgina notices right away that “carved moldings—the design as fine as lace—divided the large space into separate salons.” In other words, none of the walls were complete. Air circulated freely through the entire story, and so did noise. As one author points out:

So much for privacy. However, in houses like these, residents found enough privacy to conceive, deliver and nurse babies, to care for the sick and the aged….When in need of solitude, a thin cloth curtain strung over an opening stakes out a private section. Temporary as the privacy may turn out to be, the fluttering illusion of an unlatchable door screens the rest of the family out. Blissful seclusion means not being able to see the others, but still remaining within full hearing range.

According to a friend of mine who is descended from Bacolod sugar royalty, everyone could hear a couple having sex, so this meant that enterprising couples stole any moment they could: dressed or not, standing or lying down, in a secluded corner or in the open portico walk that lined the house. The growing pack of children of Hacienda Altarejos will be proof that Javier and Georgina manage to find a little privacy wherever they can.

Lessons of Empire in 30 Minutes or Less…Guaranteed!*

In French, the word histoire can mean either a chronicle of the past or a fresh fictional tale—and, as a historical romance author, I love that flexibility. No matter whether I am writing my Sugar Sun series or the actual history of the Spanish-American and Philippine-American Wars, I embrace the story behind the events.

There is good reason for this. My day job for the last twenty years has been teaching history to intelligent, discriminating teenagers. (Yes, such a beast exists, I am happy to report!) Like any good teacher, I strive to keep my presentation lively, informative, and seasoned with humor. Sometimes that humor comes in the shape of snark, but so it goes.

And thanks to the indulgence of my employer, I am lucky enough to teach one of the few courses in the United States—at any level—devoted to just this era: American colonial rule in the Philippines. (It may be the only one. I don’t actually know.) And if I can teach this history to seventeen year olds, people, I can teach it to you.

Therefore, my next venture is to take this show on the road. I have put together a 30 minute presentation, complete with illustrations, on the history of American rule in the Philippines:

  • I will tell you why Americans came to the Philippines at the turn of the twentieth century, and how this endeavor fundamentally changed our role in the world—and launched some of our best known political and military figures, to boot.
  • I will tell you the good, bad, and ugly how of the Americans ruled—and why, despite it all, the Filipino-American friendship is still so strong today.
  • I will tell you why this matters to you in the twenty-first century, particularly as the two countries renew their strategic (read: military) partnership in Asia.
  • Finally, I’ll give you a few stories of my own in the fabulous Philippines, and how these experiences have shaped what and how I write.
  • Did I mention I have pictures? A whole slide show, in fact.

What do I get out of it? The author in me hopes to expand my readership by getting my books in the public eye. Duh. But the teacher in me wants you to know about this pivotal period in American history, one that for too long has gotten only a terse mention in your textbooks. The American in me wants you to see how this period shaped the American Century to come, while the long-time-resident-of-the-Philippines in me wants you to know how intertwined our fates still are.

As to my credentials: I am an award-winning teacher with two decades of experience here and abroad, including the Philippines (obviously), Lebanon, and Thailand. I have a bachelor’s and master’s degree in international affairs from Georgetown University, with a focus in Asian Studies. I have authored articles in several peer-reviewed journals, as well as fact-checked and edited others. I speak barely intelligible snippets of all sorts of languages, which means I mostly get by on my smile and other people’s indulgence.

Most importantly, I write the Sugar Sun series, inclusive historical romance “for those who love their romance with a little more plot” (Carla de Guzman for Spot.ph). Laura Fahey of the Historical Novel Society said of my debut novel, Under the Sugar Sun: “Intensely absorbing…the charged political climate of the day is drawn with refreshing nuance.” She added that the series promised to be a “groundbreaking fictional treatment.”
